The Healthy Caribbean Coalition (HCC) is a Caribbean alliance of civil society organisations whose mission is to harness the power of civil society – in collaboration with key national, regional and global partners – to galvanise bold action for NCD prevention and care in the Caribbean, leaving no one behind.

Project Officer

Long-Term Consultant (10-Month Contract) | Full-Time-Equivalent

HCC is seeking an experienced and motivated Project Officer to join an exciting new regional initiative that will strengthen civil society leadership in food policy advocacy across the Caribbean. This is a unique opportunity to help HCC strengthen its role as a subgranting entity, supporting civil society organisations to advance evidence-informed advocacy.

II. The Role

The Project Officer will serve as the project’s technical lead for food policy advocacy while working closely with the Grants Manager to support the successful implementation of this innovative regional initiative.

The successful candidate will combine strong technical expertise in food policy advocacy with excellent project implementation skills, helping ensure that the project delivers high-quality technical support, meaningful learning and lasting regional impact.

III. Key Responsibilities

Technical Leadership

Provide technical food policy advocacy expertise to support the design, implementation and continuous improvement of HCC’s Regional Food Policy Subgranting Project.
Ensure project approaches are evidence-informed and responsive to the needs of Caribbean civil society organisations.
Provide technical support throughout the project lifecycle, including regional assessments, and development, piloting and refinement of a regional subgranting mechanism.
Document lessons and emerging good practices to strengthen future food policy advocacy grant models.

Project Implementation

Work closely with the Grants Manager to support the successful implementation of the project.
Support project planning, stakeholder engagement, consultant coordination, monitoring activities and overall project delivery.
Contribute to proposal review processes, implementation follow-up and documentation of lessons learned.
Provide technical recommendations to support project decision-making and continuous improvement.

Organisational Sustainability

Support the identification and development of future food policy grant opportunities that strengthen HCC’s long-term sustainability.
Contribute technical expertise to organisational capacity-strengthening initiatives that support HCC’s long-term regional food policy advocacy and subgranting functions.

IV. Qualifications and Experience

A postgraduate degree in Public Health, Nutrition, Health Promotion, Public Policy, International Development or a related discipline.
Demonstrated experience in policy advocacy, preferably food policy advocacy or closely related public health policy.
Experience designing, implementing or supporting public health or policy projects.
Strong understanding of NCD prevention and food policy (food systems would be an asset).
Strong proficiency in Microsoft Office 365, cloud-based collaboration platforms and digital productivity tools, with confidence in learning and using new technologies, including AI, to improve efficiency and support organisational effectiveness.
Experience working with civil society organisations, governments, regional institutions and/or international development partners.
The ability to work independently in a remote environment.
Excellent analytical, writing and communication skills.
Strong organisational skills and the ability to manage multiple priorities.
Excellent interpersonal skills and the ability to work collaboratively within multidisciplinary teams.

Desirable

Experience supporting grant or subgrant projects.
Experience with monitoring, evaluation and learning.
Familiarity with CARICOM institutions and the Caribbean public health landscape.
Experience working within donor-funded projects.

V. Contract Details

Position: Project Officer.
Engagement: Long-Term Consultant.
Duration: 10 months with the possibility of extension.
Level of Effort: Full-Time-Equivalent.
Location: Remote within the Caribbean, with regional travel as required.

Administrator

Long-Term Consultant (10-Month Contract) | Full-Time-Equivalent

HCC is seeking a highly organised, proactive and motivated Administrator to provide administrative support across HCC’s regional programmes and organisational operations. This is an exciting opportunity to join a dynamic regional team and help strengthen food policy advocacy and organisational capacity across the Caribbean.

II. The Role

The Administrator plays a central role in ensuring the efficient day-to-day operation of HCC. Working closely with the Executive Director and a multidisciplinary regional team, the Administrator provides high-quality administrative, operational and governance support across the organisation, helping to coordinate regional programmes, strengthen organisational systems and support HCC’s continued growth and impact across the Caribbean.

III. Key Responsibilities

Programme Administration

Support HCC’s regional programmes, including the Regional Food Policy Subgranting Programme.
Coordinate meetings, workshops and programme activities.
Maintain programme records and support communication with partners and grantees.

Organisational Administration

Provide day-to-day administrative support to the Executive Director and contribute to the efficient operation of the organisation.
Maintain a high-level organisational project tracker to support routine oversight of HCC’s programmes and follow-up on key actions.
Coordinate consultants, travel, procurement and operational logistics.
Maintain organised digital filing systems and support organisational compliance, including coordination of national statutory and corporate compliance requirements, and other administrative processes.

Governance Support

Coordinate Board of Directors and General Assembly meetings.
Prepare and maintain governance records and meeting documentation.

IV. Qualifications and Experience

A diploma or degree in Business Administration, Office Administration, Project Management or a related field.
At least three years’ experience in administration, project coordination or operations support.
Excellent organisational, communication (written and verbal) and time management skills including managing multiple priorities.
The ability to work independently in a remote environment.
Strong proficiency in Microsoft Office 365, cloud-based collaboration platforms and digital productivity tools, with confidence in learning and using new technologies, including AI, to improve efficiency and support organisational effectiveness.
