Short-Term Consultant | 12-Day Consultancy
HCC is seeking an experienced Monitoring, Evaluation and Learning (MEL) Consultant to develop a practical MEL Framework to support implementation of the HCC Strategic Plan 2025-2030. The Framework will support HCC to track organisational progress and results, situate its projects and programmes within the broader strategic framework, and strengthen learning, accountability and decision-making for the remainder of the strategic period.
The Role
The Consultant will develop a simple and practical MEL Framework aligned with the structure, priorities and intended results of the HCC Strategic Plan 2025-2030. The Framework should be proportionate to HCC’s size, capacity and operating model and prioritise practical, streamlined approaches that can be integrated into existing organisational planning and reporting processes.
Key Responsibilities
- Review the HCC Strategic Plan 2025-2030 and relevant organisational, structural, personnel, programme, planning and reporting documents.
- Review existing monitoring, reporting and planning practices and identify available baseline information relevant to the Strategic Plan.
- Develop a simple and practical MEL Framework, including strategic indicators or measures of progress, baselines, targets or milestones, data sources, monitoring tools and processes, responsibilities and reporting arrangements, as well as a high-level mechanism for situating HCC’s projects and programmes within the Strategic Plan and demonstrating their contribution to HCC’s strategic results.
- Present the Draft MEL Framework to the HCC team, facilitate consultation and revise the Framework based on agreed feedback.
- Finalise the MEL Framework and all associated monitoring, mapping and reporting tools and templates.
Qualifications and Experience
- Advanced degree or equivalent professional experience in monitoring and evaluation, public health, international development, organisational development or a related field.
- Demonstrated experience developing practical monitoring, evaluation and learning frameworks, including indicators, baselines, targets, data sources and reporting arrangements.
- Experience working with strategic plans, organisational performance frameworks and/or multi-project portfolios.
- Strong analytical, facilitation and report-writing skills.
- Experience working with civil society organisations, regional institutions and/or public health programmes in the Caribbean would be an asset.

Short-Term Consultant | 12-Day Consultancy
HCC is seeking a Membership Engagement Strategy Development Consultant to develop a practical and forward-looking Membership Engagement Strategy to strengthen, formalise and systematise engagement with its diverse membership. Building on the Membership Engagement Mapping Report (Phase 1) and aligned with the HCC 2025-2030 Strategic Plan, the consultancy will define clear engagement priorities, pathways and mechanisms and develop practical tools to support implementation and monitoring.
The Role
The Consultant will develop a comprehensive Membership Engagement Strategy aligned with the HCC 2025-2030 Strategic Plan, building on the findings and recommendations of the Membership Engagement Mapping Report. The Strategy will strengthen member participation in HCC governance, programmes and advocacy; promote stronger two-way communication, shared ownership and accountability; and develop practical tools to support implementation and monitoring.
Key Responsibilities
- Review key organisational documents including the Membership Engagement Mapping Report, HCC 2025–2030 Strategic Plan and other relevant organisational documents, systems and processes.
- Develop a practical Membership Engagement Strategy, including engagement goals and measurable objectives; engagement pillars aligned with the HCC 2025–2030 Strategic Plan; membership value proposition and mutual accountability; recruitment, onboarding, retention and re-engagement; structured engagement mechanisms; roles of membership in governance, leadership and accountability; support for member resource mobilisation, joint resource mobilisation, collaborative programme development and, where feasible, onward granting to enable member-led action; a Monitoring and Evaluation Framework; an Implementation Roadmap; an Annual Membership Engagement Calendar and Template; and recognition and visibility mechanisms.
- Support member consultation, review and analyse feedback, appropriately integrate member feedback into the Strategy, and finalise the Membership Engagement Strategy and all associated tools and templates.
Qualifications and Experience
- Advanced degree or equivalent professional experience in organisational development, public health, international development, civil society engagement or a related field.
- Demonstrated experience developing membership, stakeholder engagement, organisational development or network-strengthening strategies
- Experience facilitating consultations and translating stakeholder input into practical strategies, tools and implementation plans.
- Strong analytical, facilitation and report-writing skills.
- Experience working with civil society organisations, regional networks and/or public health programmes in the Caribbean would be an asset.

Long-Term Part-time Consultant (10-Month Contract) | 75% Full-Time-Equivalent (FTE)
HCC is seeking an experienced Project Coordinator to support Phase III of its regional initiative to accelerate implementation of the 2022 CARICOM commitment to eliminate industrially produced trans fats (iTFA) from the Caribbean food supply. The project will advance evidence-informed advocacy, regional accountability, civil society action and stakeholder engagement.
The Role
Reporting to the Executive Director, the Project Coordinator will lead day-to-day project coordination, technical implementation and monitoring, including management of an external research consultancy, regional policy advocacy and strategic communications, support to civil society partners in priority countries, and timely delivery of project outputs and donor reports.
Key Responsibilities
- Coordinate the Regional Assessment Report consultancy, including Terms of Reference development, recruitment, consultant oversight, review and finalisation, payment coordination and regional dissemination.
- Reconvene and coordinate the Regional Technical Working Group; monitor legislative progress and oversee the Caribbean iTFA Legislative Tracker and three regional accountability updates.
- Develop and coordinate strategic advocacy communications, including audience-specific messaging, six media products and a virtual Regional iTFA Implementation Forum.
- Coordinate the iTFA Implementation Accelerator Small Grants Initiative in three countries, including partner selection, budgeted action plans, implementation monitoring and consolidated reporting.
- Update and manage the project workplan; coordinate partners and consultants; monitor progress, risks and quality; convene progress reviews; and prepare donor reports for Executive Director review and approval.
Qualifications and Experience
- Degree in public health, public policy, development, communications or a related field, or equivalent relevant professional experience.
- At least five years of relevant experience in project coordination or management, preferably involving public health, policy advocacy or civil society programmes.
- Demonstrated experience in strategic communications, evidence-based advocacy, stakeholder engagement and strong professional writing.
- Ability to manage consultants, coordinate multiple partners and deliver workplans, reports and outputs independently and on time.
- Knowledge of Caribbean NCD prevention and healthy food policy, regional institutions and legislative advocacy is strongly desirable; specific iTFA experience is an asset.
