Background
The Healthy Caribbean Coalition (HCC) was formed in 2008. It is a live network of non-governmental and civil society organisations from across the CARICOM region that has a remit to address non-communicable disease (NCDs).
As a result of a Heads of Government Summit, the Caribbean Development Bank supported a conference to address NCDs in the Caribbean region and this was the starting point for HCC. With little funding, the HCC has grown over the last three years into an informal network which effectively shares information though a website and opportunistically meet at NCD related regional events.
Since 2008 there have been several international developments that may impact upon HCC’s work. For example:
- the launch of the WHO NCD strategy and global network – NCDnet;
- the NCD strategy for the Caribbean;
- the publication of a Lancet series on NCDs;
- the upcoming meeting on the future of the Millennium Development Goals with the possibility for advocacy on the issue of NCDs.
- United Nations Summit on NCDs scheduled to be held in 2011
Therefore it is considered timely to convene a meeting of the current HCC members, potential members and key stakeholders to consolidate and build on what has been achieved over the past two years, as well as to help to shape it to ensure that it is a good fit for future opportunities and challenges.
Objectives
- To report on the progress of HCC and develop a vision for the future.
- To import learning from international and regional networks.
- To improve the functionality of the network and develop the best mechanism to achieve the vision.
- To identify international and Caribbean specific issues, policies and drivers for action in relation to NCDs.
- To build on relationships with other networks and initiate the development of a wider communication and stakeholder engagement strategy.
- To strengthen the coalition by engaging members and new partners in working towards a common goal.
- To articulate added value to countries.
- To build a consensus on ways of working.
- To identify short and long term funding streams.
- To strategise on the role of the HCC leading up to the United Nations Summit on chronic diseases, 2011.
Outputs
Specific plan of action for strengthening HCC and making it “fit for purpose”, including:
- Enhanced governance;
- coordinated approach to NCDs that is relevant to, and takes into consideration, priorities of HCC;
- strengthening civil society (around NCDs) within countries;
- identifying funding for HCC;
5. identifying role for the Healthy Caribbean Coalition leading up to, and possibly at, UN Summit on chronic diseases, 2011.
A report of the workshop will be provided by Mrs Barbara McGaw and Ms Dawn Williams of the Caribbean Tobacco Control Programme.
A team comprising Dr. Beatriz Champagne, Mrs. Maggie Davies, Professor Trevor Hassell, Mr. Adrian Randall, Mrs. Barbara McGaw and Ms. Winsome Wilkins will produce the “plan of action”.
Activity and duration
The workshop will be held over two days, 27th and 28th October 2010 , in Barbados, at the Office of Caribbean Programme Coordination, PAHO.
Activities at the workshop will include presentations, facilitated discussions, breakout group discussions and plenary sessions.
Day 1: Participants together with the international faculty will spend this day almost exclusively considering matters directly related to strengthening the Healthy Caribbean Coalition.
Day 2: This day will be spent discussing and determining methods of working of the HCC, possible projects for implementation, funding issues, lead up to the UN Summit on chronic diseases, and the provision of a draft outline of a coordinated and systematic approach that includes a vision, mission and comprehensive plan of action for tackling chronic diseases by the HCC.
Beneficiaries and inputs
The workshop will be for selected HCC members, potential members, stakeholders, and supporters.
Considerable input will be provided by an international faculty of health experts drawn from wide range of backgrounds.

The workshop is being organised by Professor Trevor Hassell, Chair, Healthy Caribbean Coalition and Dr. Theodore Bernadette-Gandi, Office of Caribbean Programme Coordination, PAHO. Sponsors and supporters include:

The overall project is being operationalized by Mr. Adrian Randall, Charities/NGO Services Partner of Jenas Management Consultants.
All participants will be required to complete an evaluation form to provide feedback on workshop and assist in the planning of future HCC events.

The workshop is being funded by PAHO, through its Office for Caribbean Programme Coordination.
